Why not drill out the current rack attachment? If you don’t have the tools, any machine shop could do it for you. They could even fab a threaded hitch pin to remove any movement from the bike rack.

As long as you are planning to stay on road only this is a decent option. You are sacrificing down travel which will have negative effects on ride quality over bumps and potholes. This will be most evident when/if you get off the pavement. I’m not trying to rain on anyone’s parade here, just...
