Fender Liner Rub...Suggestions Needed

I just installed my Westcott Designs collar lift and Stealth Custom Series Gen5s (17x8.5 +20) with Toyo Open Country AT3s (285/75-17). Despite only being 34x11.5, I'm getting minor rub against the bottom of the front fender liner (not the aero piece under the bumper, the bottom lip of the actual liner). I plan on removing the aero piece, but have no interest in cutting the plastic. Has anyone done anything to pull forward the liner? Anyone with personal experience would be greatly appreciated. On my older GXs I would just cut, but not at this price point.

I have the same tires and lift with Method 17" wheels. I have noticed that when parked and the wheel is turned slightly to the right the tire comes very close (like a quarter of an inch) from touching but I have not seen or felt any rub. I wonder if the inner liner can be tightened to give the tire more room.
 
Here are a couple of pictures of my clearance with the wheel turned. I cannot feel any rub nor do I see signs of any rub. Not to say that it's not happening but if it is its only on the flap.

Thanks for the comparison. Odd that the 5mm difference in offset makes such a big difference in contact. It’s not horrible, just hoping someone has shaped or tied off the liner to give an extra half inch or so of clearance.
